Does anyone have any good tutorials for adding things like light blobs (I guess that's what they're called xD) and textures?

Does anyone know how anyone can get a similar effect to the blur in this icon, in Photofiltre?
I know about the gaussian blur and the artistic blur,
but they both just make the whole background blurry and I was actually thinking of something that is more precise
help is appreciated ((:

I was wondering if theres a way to keep the original colouring of light textures on photofiltre? Like after you put it on the icon using the photomasque the colour goes?
