Well, There is this theory that the weather can be changed to deflect hurracanes / tonados.

This is done by forcing pressure (in terms of weather) towards the hurracane / tornado. But the adverse effct would be that stronger storms would appear else where.
Also, some people, especially the chinese, shoot cannons into the clouds to make it rain.

Is it right to do this?
Are there other ways this can be done?

No, not if it creates a stronger storm somewhere else.
Because then we'll just create more storms in other places.
And if you think about it... it could be a new war weapon.

I don't think it is right because its not really taking care of the effects of a storm its just shifing them to an other place, also things like the weather are not meant to be screwed with some things should be left well alone who knows what the exact concequences of doing this would be.
Instead the focus should be on how we deal with these things when they happen like better facillities to deal with the after effects of tornados/hurricanes and how to make it safer for people during these storms.

Another thing, is it known that this theory would actually work in practice and how would the whole thing be funded?

Well, they don't know how well it would work in practise, but they say that in theory, it's possible.

I'm not sure how it would be funded however either.
