If it does happen, then I don't think it would be because they are trying to stop suicide/self harm, there would probably be some ulterior motive. I've heard Russia is slipping back to it's communist ways?

To start I would just like to point out I have never been to Russia, don't know anybody who is Russian and don't know too much about the country. However, any person or any government who thinks taking away part of a person's identity will stop them from committing suicide is mistaken. In my opinion, this feels like a fight for power.

Maybe we should broaden this topic, talk more about the political situation over there? I don't know much about Russia and I can't find that much information.
I know Dmitry Medvedev is the President and Putin is the Prime Minister, but can't Putin still control everything?
