A texture is just a decorative layer that most people put on their graphics. Here are some good examples:

If you are looking to find out how to use one (in better deatail), I suggest this thread.
And as for making one, I suggest you just try it out. Just mess around a bit... you'll come up with something. |

can we use brushes on it? like a brush you might of gotten from deviantart or something like that?

if you've ever looked up pictures that some people make on flickr, they can get really creative.
just a suggestion. : ] I love sims =P it is a good idea.
